On July 16th, the second phase of the Fujian Gulei Refining and Chemical Integration Project (hereinafter referred to as the "Gulei Refining and Chemical Phase II Project") with a total investment of 71.1 billion yuan received approval from the Development and Reform Commission of Fujian Province, marking the official landing of the largest industrial project in Fujian Province to date at the Gulei Petrochemical Base.

The Gulei Refining and Chemical Phase II project plans to build more than 30 sets of refining units, including 16 million tons/year refining, 1.5 million tons/year ethylene, and 2 million tons/year aromatics, as well as supporting facilities such as public works and dock berths.

The refining department will build 16 million tons/year of atmospheric and vacuum distillation, 3.8 million tons/year of young hydrocarbon recovery, 1.5 million tons/year of aviation kerosene hydrogenation, 2 x 2.6 million tons/year of heavy oil hydrogenation (including 1.2 million tons/year of solvent deasphalting unit), 4 million tons/year of diesel hydrocracking, 2 x 3.2 million tons/year of wax oil hydrocracking, 2 x 3 million tons/year of reforming, 2 million tons/year of aromatics combination, 600000 tons/year of carbon dioxide recovery, 3 x 20+70000 tons/year of sulfur recovery, desulfurization and supporting facilities.

The chemical department will build new facilities including 1.5 million tons/year steam cracking, 600000 tons/year cracking gasoline hydrogenation, 350000 tons/year aromatic extraction, 210000 tons/year butadiene, 300000 tons/year vinyl acetate, 20/60000 tons/year MTBE/butene-1 unit, 300000 tons/year tubular EVA, 300000 tons/year linear low-density polyethylene (LLDPE), 300000 tons/year full density polyethylene (FDPE), 500000 tons/year high-density polyethylene (HDPE), 400000 tons/year acrylonitrile, 350000 tons/year polypropylene, 300000 tons/year carbon five separation, and 160000/190000 tons/year acrylic acid and esters.

After the completion of this project, it will provide sufficient, stable and high-quality raw materials for the two hundred billion level industrial chains of "olefins plastics" and "aromatics polyester" in the Gulei Petrochemical Base, helping Gulei accelerate the construction of an industrial base that gathers resources and elements from both sides of the Taiwan Strait and has global competitiveness.
